五月が始まった。今年の五月は歴史を画する月となるかも知れない。東西、韓國とフランスでおこなはれる大統領選擧。その結果が豫想どほりにならうとなるまいとより混迷をきはめた狀況になることにかはりはない。そして、あのフィリピンのドゥテルテ大統領ですら心配げな、一觸即發に煮詰まっていってゐる北朝鮮狀況、日本人が長い遊休の五月上旬を極樂トンボに過ごしてゐるうちに、世界は一變してしまってゐるかも知れない。ま、それが一番賢い危機の過ごし方なのかも知れないが。

廣大なロウマ帝國の統治と防衛を一人でおこなふのは困難とし、ディオクレティアヌスは軍の同僚であったマクシミアヌスを共同皇帝に選び、西方を担当させた。
彼等は國境防衛に便利な都市をその都にしたため、すでに荒廢してゐたロウマは増々荒廢し、ロウマ帝國の重心は東方へ移ってゐた。
0292、東西の各皇帝が「正帝（アウグストス）」として「副帝（カエサル）」を任命し、ライン川とドナウ川の防衛を担当させた。この制度が「テトラルキア」で、ロウマ帝國は事實上四人の皇帝で統治されるやうになったが、この微妙な政事體制を維持させたのはディオクレティアヌスの政治手腕によってゐた。ために、彼が引退するとたちまちこの政體は崩れていった。
